He also administers the data center retail sales and use tax exemption program, ensuring effective oversight and alignment with policy objectives.

Sam brings more than a decade of experience in economic development and policy research, including multiple analytical roles at VEDP before serving as Senior Management Analyst for the City of Richmond's Department of Economic Development. After returning to VEDP in 2024, he continues to apply research, financial modeling, and policy analysis to help guide economic development initiatives and investment decisions.
