Virginia is investing more than $1.1 billion to expand its tech talent pipeline through the Tech Talent Investment Program. Participating institutions committed to increasing the number of bachelor’s and master’s graduates in Computer Science and related fields by at least 30,000 over 20 years. Collectively, institutions are already exceeding these goals — outpacing targets by nearly 2,500 degrees to date.

Emily serves as the Director of Software and Cybersecurity, leading strategic initiatives to position the Commonwealth as a national leader in technology, cybersecurity, and AI innovation. She cultivates collaboration across industries, higher education, as well as public and private-sector stakeholders to strengthen Virginia’s statewide tech ecosystems.
Charlotte Teeling leads targeted business attraction efforts across Virginia’s cybersecurity and software industries, supporting investment, job creation, and capital growth in the Commonwealth. Her work includes engaging high-growth companies and helping them evaluate Virginia’s workforce, tech ecosystem, real estate, and incentive opportunities.
Audrey Polk leads initiatives that support growth across Virginia’s Knowledge Work industries, including aerospace, defense, cybersecurity, technology, business and financial services, helping companies evaluate the Commonwealth as a destination for investment and expansion.
