RICHMOND—Governor Ralph Northam today announced that Ocean Network Express, a global transport company, will invest $2.5 million to expand its North American Regional Headquarters office to accommodate additional personnel as its customer base increases. The project will create 129 new jobs.
WillowTree, Inc. to invest $12.3 million, expand headquarters
CHARLOTTESVILLE—Governor Ralph Northam today announced that WillowTree, Inc., a mobile applications developer, will invest $12.3 million to relocate and expand its headquarters in Albemarle County. The company will renovate and lease 50,000 square feet in the former Woolen Mills factory. Virginia successfully competed against North Carolina for the project, which will create 200 new jobs.

Monogram Foods to invest $30 million in fourth manufacturing operation expansion
MARTINSVILLE—Governor Ralph Northam today announced that Monogram Food Solutions, LLC, a Memphis-based manufacturer of value-added meats, will invest $30 million to expand its manufacturing operation, Monogram Snacks, in Henry County. The company will expand its product lines to accommodate new and expanding contracts. Virginia successfully competed against six other states for the project, which will create 300 new jobs.
Investment aimed at improving productivity and increasing employee training
COVINGTON—Governor Ralph Northam today announced that WestRock Company, a leading provider of differentiated paper and packaging solutions, will invest $248.4 million in its manufacturing operations in the City of Covington and Alleghany County over a five-year period. These investments will be used to purchase new equipment designed to improve productivity at the paper mill and extruding facility, as well as to increase employee training.
PULASKI - Governor Terry McAuliffe today announced that Grupo Phoenix, a manufacturer of rigid packaging containers for the global food and beverage industry, will invest $48.7 million to expand its subsidiary manufacturing operation, Phoenix Packaging Operations, LLC, in Pulaski County. Virginia successfully competed against Arizona and Mexico for the project, which will create 145 new jobs. Governor McAuliffe and other Virginia officials met with the Grupo Phoenix leadership during an August 2016 trade and marketing mission to Colombia.
